QGreenPay provides services in supported markets on a risk-based basis, subject to sanctions, anti-money-laundering, and counter-terrorist-financing obligations. The availability of the Services in any jurisdiction may change as laws and regulations change. This policy is incorporated into our
Terms of Service.
1. Sanctioned Jurisdictions — No Services Whatsoever
We do not provide, and you may not access, the Services if you are located in, organized in, a resident or national of, or under the control of any of the following jurisdictions or regions (each a "Sanctioned Jurisdiction"):
- Cuba
- Iran
- North Korea (Democratic People's Republic of Korea)
- Syria
- Crimea, and the so-called Donetsk and Luhansk People's Republics regions of Ukraine
- Any other jurisdiction subject to comprehensive sanctions administered by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), the United Nations, the European Union, or His Majesty's Treasury of the United Kingdom
This prohibition applies equally to any attempt to access the Services through a VPN, proxy, or other means of disguising your location.
2. Restricted Jurisdictions — Services Unavailable
Due to applicable sanctions programs, regulatory restrictions, or internal risk assessments, the Services are currently unavailable to residents of:
- Russia and Belarus — extensive U.S. and allied sanctions programs restricting crypto-related services
- Myanmar — FATF High-Risk Jurisdiction subject to a Call for Action
- Afghanistan
- Sudan
- Venezuela — U.S. sanctions programs affecting the Venezuelan government and PDVSA; we apply a conservative, risk-based restriction
- Mainland China — local law prohibits virtual-asset-related business activities with residents
3. High-Risk Jurisdictions — Enhanced Due Diligence
The following jurisdictions are subject to FATF increased monitoring or other elevated risk factors. Residents may use the Services, but may be subject to enhanced KYC, additional documentation (source of funds / source of wealth), lower transaction limits, or suspension at our discretion:
- Hong Kong SAR and Macao SAR of China — services are available with enhanced due diligence; we do not actively market retail virtual-asset services to the public of these jurisdictions

- Bulgaria
- Cameroon
- Côte d'Ivoire
- Democratic Republic of the Congo
- Haiti
- Iraq
- Kenya
- Kuwait
- Lao PDR
- Lebanon
- Monaco
- Nepal
- Papua New Guinea
- South Sudan
- Vietnam
- Yemen
- British Virgin Islands
FATF lists as updated at the June 2026 Plenary. We monitor FATF, OFAC, UN, EU, and UK list updates and apply changes as required, including retroactively to pending transactions.
4. United States Residents
QGreenPay is a financial services provider operated by QGREEN TECHNOLOGY LLC, a Colorado limited liability company registered with the U.S. Financial Crimes Enforcement Network (FinCEN) as a Money Services Business, subject to U.S. AML/CFT requirements, and is not a bank. Whether a specific Service is available to a U.S. resident depends on the licensing required for that activity and on applicable state law; where a licence required for a Service is not available to us, the affected Service will not be available.
5. Prohibited Persons (Independent of Location)
Regardless of your location, the Services are unavailable to:
- Any person or entity on the OFAC Specially Designated Nationals and Blocked Persons (SDN) List, the OFAC Consolidated Sanctions List, or any other OFAC, UN, EU, or UK sanctions list;
- Any person or entity that is owned or controlled by, or acting on behalf of, a sanctioned person;
- Politically Exposed Persons (PEPs) and their close associates or relatives, where our risk assessment so requires — such persons may be subject to enhanced due diligence rather than outright prohibition;
- Any person who attempts to circumvent, or assists another person in circumventing, any of the restrictions described in this policy. Blockchain analytics tools, IP intelligence, and device fingerprinting are used to detect and prevent such attempts.
6. Consequences of Misrepresentation
Attempting to access the Services from a Prohibited or Restricted Jurisdiction, or providing false information about your location, nationality, or identity, constitutes a material breach of our Terms of Service. In such cases we may immediately suspend or terminate your account, freeze pending transactions pending compliance review, report to the relevant authorities as required by law, and retain the personal data collected for the period required by applicable AML law.
